The Harbour is a very strong District, and incentivising you to settle on Coast is far from a bad thing coastal water gives bonus Housing, and often has Reefs for Campus adjacencies. The other half is what Phoenicia is most known for: Loyalty-immune cities and bonus Movement for embarked Settlers.
